# The 69 Wilayas of Algeria in 2026: Official List, Numbers and Deliveries

**Algeria has 69 wilayas since law 26-06 of 4 April 2026** (Journal officiel n° 25 of 5 April 2026). Eleven new wilayas were carved out of ten existing ones and numbered 59 to 69 by presidential decree 26-206 of 25 May 2026 (Journal officiel n° 40). The country now counts 1,541 communes. This page gives the official list, the numbers, the communes each new wilaya took from its parent, the plate codes that start on 1 January 2027, and what changes when you ship a parcel to Bou Saâda, Barika or Aflou. Short version for sellers: on 14 October 2026 the courier booking systems still use the 58 former codes, so nothing changes on your labels yet.

Every wilaya number, commune list and date below was read in the Journal officiel itself, not in a news article. Where a name has several spellings, the table uses the one printed in the decree.

## The 11 new wilayas and their official numbers

Decree 26-206 completes the 1984 decree that fixes the names and chefs-lieux of the wilayas. The eleven entries follow the order of the law's articles, and each chef-lieu is the town that carries the wilaya's name.

| No. | Wilaya | الولاية | Chef-lieu | Former wilaya | Communes |

## Vehicle plates: codes 59 to 69 from 1 January 2027

An arrêté published in Journal officiel n° 50 amends the arrêté of 5 May 1988 on registration numbers. It adds the eleven wilaya diagrams, 59 Aflou to 69 El Abiodh Sidi Cheikh, in the same order as the decree, and sets their entry into force on 1 January 2027. A car registered in Bou Saâda keeps the 28 of M'Sila until then.

## What changes for deliveries

The courier's side has not moved. A parcel for Barika is booked today as it was in 2025: wilaya 05 Batna, commune Barika. What changes is the administration behind it, and it changes slowly, because the law itself gives the parent wilayas until 31 December 2026 to hand over their prerogatives (article 54 of the amended law 84-09).

**The couriers still book by the 58 codes.** On 14 October 2026 the website of Yalidine Express says it collects and delivers in 55 wilayas and the website of ZR Express says 54; neither names a new wilaya. The booking systems that online stores connect to identify a destination by the former code and the commune. So a parcel for Bou Saâda is booked as 28 M'Sila, commune Bou Saâda, and a parcel for Aflou as 03 Laghouat, commune Aflou. Use the table above to find the parent of each new wilaya.

**Your prices follow the parent wilaya.** On the 58 list, if you charge 600 DA for home delivery in Djelfa, a buyer in Aïn Ouessara or Messaad pays 600 DA, because that buyer picks Djelfa at checkout. Until a courier's system lists the new wilayas, there is nothing to edit.

**A buyer may already write "wilaya 65".** The numbers are official since decree 26-206, so expect them in messages and on the phone. Your confirmation agent needs one line of training: the number on the label is the parent's number, the commune is what tells the courier where to go. Keep this page open; the first table gives the parent of each number.

**Stop desks do not move.** An office a courier runs in Bou Saâda now sits in wilaya 68 on paper and still in wilaya 28 in the courier's system. The stop desk list shown at checkout is DZBuild's copy of the courier's list, refreshed from it, so it follows the courier's changes.

**The switch belongs to the couriers.** Each courier adds the eleven codes to its own system on its own date, and none had done so on 14 October 2026. We will update this page when the first one does.

## How a DZBuild store handles the two lists

A DZBuild store offers two wilaya lists in Dashboard, Shipping. The **58 wilayas** list is the default and the one marked recommended, because it is the list the couriers' systems accept. The **69 wilayas** list adds the eleven new wilayas for merchants who deliver with their own drivers; while a courier is linked to the store, the 69 button stays disabled, so make sure the store is on the 58 list before you send orders to a courier. On the 69 list, the buyer types the commune instead of picking it from a list. The [shipping settings guide](https://dzbuild.com/docs/selling/shipping.md) describes both lists and the per-wilaya price table.

In practice: a store that ships with Yalidine, ZR Express, Maystro or any of the connected couriers keeps the 58 list and sets its prices per wilaya; buyers from the new wilayas pick the parent wilaya and their commune, and the order reaches the courier with the fields it expects. A store that delivers itself in and around Bou Saâda can switch to the 69 list and show its buyers the wilaya they now live in.

**Last verified: 14 October 2026.** Sources: law 26-06 (JO n° 25), decree 26-206 (JO n° 40), the plate arrêté (JO n° 50), the public websites of Yalidine Express and ZR Express, all read on that date.

If you sell cash on delivery across Algeria and want a checkout with the wilaya and commune lists built in, [create a DZBuild store for free](https://dzbuild.com/register). The per-wilaya price table is ready to fill as soon as the store exists.

## Frequently asked questions

**How many wilayas does Algeria have in 2026?** 69. Law 26-06 of 4 April 2026, published in Journal officiel n° 25 of 5 April 2026, raised the count from 58 to 69 wilayas and 1,541 communes. The 11 new wilayas received the numbers 59 to 69 by presidential decree 26-206 of 25 May 2026.

**What are the 11 new wilayas and their numbers?** 59 Aflou, 60 Barika, 61 El Kantara, 62 Bir El Ater, 63 El Aricha, 64 Ksar Chellala, 65 Aïn Ouessara, 66 Messaad, 67 Ksar El Boukhari, 68 Bou Saâda and 69 El Abiodh Sidi Cheikh. Each chef-lieu is the town of the same name. The numbers and the chefs-lieux are printed in Journal officiel n° 40 of 3 June 2026.

**Which wilaya did Bou Saâda belong to before 2026?** M'Sila, number 28. Bou Saâda is now wilaya 68 with 23 communes, among them El Hamel, Sidi Ameur, Ben Srour, Ouled Sidi Brahim, Aïn El Meleh and Djebel Messaad. M'Sila keeps 24 communes.

**Do couriers deliver to the new wilayas?** Yes, the same way as before the law. On 14 October 2026 the courier booking systems still identify a destination by the 58 former codes, so a parcel for Bou Saâda is booked as wilaya 28 M'Sila with the commune Bou Saâda, and a parcel for Aflou as wilaya 03 Laghouat with the commune Aflou. The courier receives the same wilaya and commune it received before the law.

**Which wilaya number goes on a parcel for Aïn Ouessara or Messaad?** 17 Djelfa, with the commune typed in the commune field, until the courier's system lists 65 Aïn Ouessara and 66 Messaad. The same rule applies to every new wilaya: use the parent wilaya's number and the exact commune name.

**When do the new vehicle plate codes 59 to 69 start?** On 1 January 2027. An arrêté published in Journal officiel n° 50 adds the eleven codes to the 1988 rules on registration numbers and sets that date. Until then vehicles keep the code of the parent wilaya.

**Are the numbers 59 to 69 final?** Yes. Presidential decree 26-206 of 25 May 2026 completed decree 84-79 of 3 April 1984, which fixes the names and chefs-lieux of the wilayas, with the eleven new entries in that order. The arrêté on vehicle plates in Journal officiel n° 50 uses the same eleven numbers in the same order.

**Does an online store need to change anything for the 69 wilayas?** No. Keep the 58-wilaya list at checkout while a courier is linked, because that is the list the couriers accept, and let the buyer pick the parent wilaya and the commune. A 69-wilaya list exists for merchants who deliver with their own drivers. On the 58 list a buyer in a new wilaya pays the rate of its parent wilaya.
